16.3.1 cannot create datasource

Version 16.3 supports
• Oracle Database 12c (12.1.0.1.0) - using 12.1.0.1.0 client
• Oracle Database 11g (11.2.0.3) - using 11.2.0.3 client
Have you followed the steps as per the Documentation ? You can download the implementation guide from below link.

I have the implementation guide you've indicated.
Following the instructions, the error 'The type initializer for 'Oracle.DataAccess.Client.OracleConnectionStringBuilder' threw an exception.' is given.

What does this mean? How can this be resolved? Are there any successful installations anywhere of eB 16.3.1 connecting to Oracle?

To provide some background - The server this is being installed on was running 15.6.1.115 successfully for many months. Following the directions in the 16.3.1 implementation guide exactly, 15.6.1 was uninstalled and 16.3.1 was installed. The Oracle client has not changed or been modified in any way. The Oracle database has not been modified in any way. The only changes made to the server have been for the Bentley eB components as directed by the implementation guide.

OUI indicates it to be 11.2.0.1

The client was updated to 11.2.0.3 and all works fine now.
