All the relationships even cross references can be modified in approved documents

Hello,

This feature is controlled in relationship class by option called 'Controlled By'.  If it is set to 'Not Applicable' then using this relationship class you can relate approved documents or drop this relation between approved documents. If this option is set to 'Both' then you won't be able to create/drop relation using this relationship class when one of the documents is Approved. Options 'Left''Right' will allow to use relationship class for relating objects depending which objects is Approved.

Yes it doesn't work for these attributes. If document is Change Controlled then after approval it lock Cross References but not Notes or Keyword. I'm afraid this is not documented.
I've spoke with Professional Services and was told that this is how eB works and such configuration was applied to meet standards of majority. After all eB is quite flexible and with little customizations these fields can be locked or can be hidden in edit mode.
