How can I move a child scope to a different parent scope

Question

I am on eB version 15.6 and I am using scopes to separate distinct business units that have different business processes. In the provisioning sheet my scope tab looks something like the following:

I want to change Yellow's Parent Scope to Base from New so that all of the data (configuration and transactional) that is in Yellow's scope now falls underneath the Base scope hierarchy. 
 
 I can't accomplish this switch from provisioning tool and can't do it from Director so how do I make this happen?

Hello James, 
as you aware, changing the parent scope has lots of re-percussions around the security , inheritance of classes, templates a, attributes and such. there is no tool can simply change the parent. 
Only clean way to do this is to create a new scope under the new parent, export the configuration , modify and import. Data should be exported and imported as well.
