Provisioning Spreadsheet Folder Import Fail

I am trying to update an auto-filing folder that was created in version 14.6.1 and uses SQL.  In order to update these types of folders in the past, we have used a provisioning spreadsheet.  Until this week, we have not had to update any queries since upgrading to 15.6.1.  I am running into an error when I try to import the updated query.  I am able to do an export of all Folder Searches, find the folder, and modify the SQL.  However, when I go to Import the update, I get an error stating that the "folder does not exist".  If it was able to export the folder, why can it not import?

Also, I had to modify the original SQL that was used for the export.  I am not sure if this has anything to do with the failed import.  The modified and original SQL is below:
