When adding non controlled attributes on a master TAG (who is change controlled) you are able to modify those specific attributes of that TAGs without creating a Prototype of it.
The problem is that when this same TAG is involved in several ECRs/ECPs than when merging back those attributes are overwritten...
Is there a solution that non controlled attributes on a master TAG are NOT overwritten by the Prototype values?

You can make an attribute a Multi value attribute, so that it contains all attributes along with the original, without merging.I hope I understood your question correctly.

No, not resolved...
By saying that they are not change controlled, you're saying that you don't care in terms of the change process.So my recommendation to them would be to not change any non-controlled attributes on a prototype and make any changes you want after they are merged (ie outside of the change control process) or before as long as you don't change anything while the prototypes are being work on -including changing the attributes on the prototypes.
Note: It should be done outside of change control process.
