Does the version 16.3.1 ( From the link below) also resolves the issue caused by E-mail addresses containing the Ampersand (&) character , as E-mails sent through EB and containing this character is not delivered and are not flagged up.

We have tested and it does not allow you to use the Ampersand in the e-mail address. It gives the following error: The specified string is not in the form required for an e-mail address.
As in Google mail and outlook it does not accept the Ampersand. Is there a reasons that you would want to use an e-mail with Ampersand? Gintautas tested with other providers as well and none of them allows it.
Please let me know if you do have a requirement for using Ampersand and if so, we will have to log an enhancement for this.

Looking at Wikipedia as we have a number of emails with Ampersands in them, it would appear the following are all permissible in email addresses : !#$%&'*+-/=?^_`{|}~;

We will do without this enhancement at this time but this may become a wider issue in the future.
