Using "edit assignments" from the WBS plugin in Event-based WOs

Question

We have a requirement to use the "edit assigments" function, which I believe is called from the WBS plugin, within a new Event-based WO, which uses the CAP / NEC3 plugin. 
 Can you tell me how we can go about doing this, please?

In the CAP plug-in the edit assignments action was deliberately removed. At the time of development, it was indicated that it should not be possible for anyone to be able to give work to someone else unless they were the supervisor for that person – especially relevant when working with unions. 
 Instead a 'My Department' report is available in the web that looks at the organization that the logged in user belongs to and then displays all tasks that are assigned to all users who are also in that organization. The user could then selectively choose tasks that are assigned to other people and take on that work. 
 So, currently, even with Professional Services assistance, your request will be very hard to achieve. I will contact you to confirm your requirements to the enhancement request is clearly written.

The Edit Assignments functionality does not validate that you have the skill to do the job. This is why Events Based Work Orders do not have the edit assignments option. If it was made available, it would break all of the ‘security’ and control that CAP functionality brings. 
 For normal Work Flows in eB for our other eB objects, Edit Assignments give the user flexibility of assigning the ‘task’ to any user in eB irrespective of whether they belong to the configured skill or not.
