The error that you are getting means that in your system there are no such classes. The class information you can find in System Admin pane, under Class & Attributes view and click on Documents icon. Please see screenshot below

rsam, provisioning spreadsheet (ss) is version specific. Did you mean copying a portion of the 15.4 ss and paste it into a 15.6 ss?

Yes -- that is what I mean.

At a certain point in its development, the provisioning sheets enabled download of data as well as upload of data. Depending on the vintage of the spreadsheet, this may be enabled to a greater or lesser extent. Not all tabs support download, even in the latest version.
Some minor changes to the eBProxy SDK were done between 15.4.1 and 15.6.1, so it may be that the spreadsheet may require adjustments to work with both versions of software.
Configuration should never just be copied wholesale without consideration of the data being downloaded/uploaded. The user can definitely mess up their database by doing wholesale export and import, particularly for eB settings and system defaults, but for other areas as well.
The provisioning spreadsheets are not supported by Bentley, and so any damage to the database in the old system and the new system is the responsibility of the User.
If the User undertakes this, we strongly advise them to engage the services of Bentley Professional Services.
