My admin user can annotate an image when viewed in the BravaViewr but none of the others users seem to have ther correct permissions. What permission does the user need to be able to annotate in an image in the BravaViewer? Thanks for your help.
Hi Alex,
start by checking if the user has "Document Copy" permission. Brava annotations are internally saved in eB in an "internal" document copy. Let us know if this helps.

Are you using multi scope environemnt ?
If you do, please try to create document on global scope, add file in global and try to view in Brava and let us know the results.

Yes, You need the following security permissions to create markup:
1.System Information / Create and manage annotations
2.System Information / ‘Grade B’ Security
3.New Object Instances / Document Copy
These are 3 permissions which needs to be applied to user that he would be able to create and manage markups. Set these permissions for users and let us know about impact on Markup Layers.
