NED error message - The ProtoProxy is already set

Problem Description:

User gets the following error while trying to login to Nuclear Engineering Designer (NED):

"The ProtoProxy is already set, you may not replace it with another. Dispose the Session and create another."

Cause:

This is known to be an error caused by some license management tool issues.

Solution:

Fix the license management tool issues first. Then re-try the login.

Workaround:
