I noticed that the NSG OFFN layer wasn't displaying when I brought it into SM.
I have tried a theme refresh in GIS0020 for the OFFN layer, but get this error:
Probably something's wrong with the spatial index in the base table. Try the following please:
Make sure that the base table is selected in the GIS0020 form (in this case NM_NAT_NSGN_OFFN_SDO) and press the [>] button on the right-hand side of the form.
Select the SDO Metadata tab and check if a spatial index exists. If not press the [Create index] button. If it does exist, press the [Rebuild index].

No Spatial Index on that base table and don't appear to have the [Create Index] button...

My bad- was certain that if no index existed, you get a Create index! Obviously, its Rebuild index on both cases... However, your MinX and MinY also seems wrong (-01010101***). Unless there are some incorrect shapes... But for the time being can you please try the [Rebuild index] button please?
Does it matter what I call it?
NM_NAT_NSGN_OFFN_SDO_SPIDX?
Nope- not really
