Exor TMA1000 Unable to send Permit Response

Question

Exor TMA Manager version 04.05.00.00 TMA1000 
 
 When trying to send a permit response it is greyed out. I have tested this as the Admin login and it works but my login wont allow me to send a response. 
 Steps to Reproduce: 
 
 Open form TMA1000 and query back the works reference 
 
 Click on the Permit Tab 
 
 The send response is greyed out

Found that the issue was that the user was using a 'utility' district function rather than the permit function. To change this go to Street Gazetteer Manager > Administration > My Districts. highlight the Permit district and click 'set a current' 
 This will then enable the user to send the permit response.
