ArcSDE 9.3.1 version for 4.5

Spatial Manager for 4.5.0.0 requires install of ArcSDE 9.3.1. There are 2 versions of this install  - 32 bit and 64 bit but none of the docs we have specify which of these 2 are required. We've gone with the 64 bit install to test the upgrade but have discovered that it doesn't have a number of the command line tools tha
t we use regularly (sde2cov.exe sde2shp.exe sde2tbl.exe shp2sde.exe) included with it - whereas the 32 bit install does.

Can we get clarification as to which version (32/64 bit) should be used for Spatail Manager at 4.5.0.0?
