Occasionally GRI jobs will not execute and the listeners will not stop completely.  Following are the steps to clear the jobs from the listeners and successfully restart the jobs.

Steps to Accomplish

1. Run the BAT file to stop the listeners.  Ignore any errors. 
2. Close any open debug windows (gri0205, gri0206, gri0207) that didn’t close when you stopped the listeners.
3. Log into SQL*Plus as Highways owner user and truncate exor_lock and exor_lsnr tables.
4. Start listeners.
5. Stop listeners.
6. Start them again to ensure a clean startup.
