User has Created a 'Major Works' and when clicking the noticing assistant there is no option of Advanced Planning.
Check to see what the Asset Activity is set to. It is set to 'interim to Permanent'?
As this works is set as an interim activity it gets treated as a PA rather than a PPA. This change was made in fix 25 and below is the extract from the release notes.
If an HA has received a 0210 notice on a Major Works that has a Phase Type of ‘Interim to Permanent’ or ‘Remedial Reinstatement’ then the 0210 notice should be treated as a Permit Application and not a PAA. The HA should be able to respond with a 1611 Grant Permit and not a 1610 Grant PAA.
This change was put in place because an authority highlighted that according to the ETS, this is how it should be treated;

5.2.2. New Activity
If WorksCategory is “Major” (Code 1) and PhaseType is “Asset Activity and Reinstatement if required” (Code 1), the New Activity notification will be treated as a Section 54 Notice or PAA Application. In all other cases, it will be treated as a Section 55/57 Notice or Permit Application.
