When an user tries to load an asset CSV file into the system an error message appears (the same file went through validation stage successfully)
……
H - In Holding Table : 0
E - Error in Validation or Insert : 1
V - Validation Completed : 0
-------------------------------------------------------------------------------------------
Record Num Bad File # St Error Text
---------- ---------- -- ------------------------------------------------------------------
1 1 E PL/SQL: numeric or value error: character to number conversion error
“BAD” records
‘’ symbols appear in very beginning of the record.

The issue is related to ‘’ symbols which are attached by an text editor in the beginning of the first line.
Try the solution from link http://wiki.simplemachines.org/smf/How_do_I_get_rid_of_a_Byte_Order_Mark to eliminate these symbols from the data in CSV file.
Another case when this error (PL/SQL: numeric or value error: character string buffer too small) is fired
- The data size of one field/column in uploading CSV file is greater than is specified in Definition Table (on HIG2020 form) in Database.
