When trying to open locator, map is not shown
1. Check the Java console log file and Map server log files for any possible errors.
2. Clear Java Cache
3. Restart Map server in weblogic enterprise manager'
(not sure what resolved the issue but while going through the Java console logs, we observed that some where the proxy was set, Error: "Caused by: java.io.IOException: Server returned HTTP response code: 407 for URL: http://www.exorrrrrrr.co.uk/crossdomain.xml, checked for that url in product options, but did not find anything, user had issues with GIS Server and had to rebuild including maps, also asked them to check with their network team if they know where this url is been set)
