If a notice has been held for review before sending, then the user sees changes need to be made, making the changes and sending the same notice type increments the sequence number which can cause problems for the recipient.
For example, a utility creates a works and sends an initial notice which is held for review. This notice is sequence no. 1. The reviewer spots a change that needs to be made. The change is made in the Works form, and another initial notice sent - this is now sequence no.2. The recipient will not see the notice with sequence no. 1 as it is not going to be sent on.
In the Exor TMA solution this can cause notices to be stuck at 'Pending Processing' because it sees the notices are not in sequential order. Notices at status WREV (Waiting for Review) can be deleted in the Review Notices form. Delete the incorrect notice before making the required changes and resending the same notice type.
