Problem
The system has been setup using the WMS_THEME and is working as expected. We have come to carry out some testing using another GIS server but are unable to get the layer to appear in the Layer Control Tool in Locator. As a test an additional profile was created named WMS_THEME_TEST. This profile was created from scratch i.e. not duplicated in Map Bulider, using the same settings which have been used in the working WMS_THEME. Despite this, there is still only one entry in the Layer Control Tool. The Roles assigned to all WMS Themes is HIG_USERS as per the documentation. Restarting Maps server doesn’t resolve the issue
