Process Submission module shows wrong time

In some cases, when using version 4.9 against Oracle 12c and Forms 12c, when submitting a process the current time is shown incorrectly.  In the Service Request we had it was showing current time + 11 hours despite the time on all the servers, the database and the client computer being in the same timezone.

Development discovered it is due to a bug in Oracle Forms 12c "Forms 12c Runtime Has Wrong Value of Display Time (Hours and Minutes) in Display Date (Doc ID 2139346.1)".  The solution is:

• Add FORMS_DATETIME_LOCAL_TZ=GMT (or whatever the local timezone is) to the environment variable configuration file (e.g. default.env).
• FORMS_DATETIME_SERVER_TZ defaults to GMT, so there is no need to set it to GMT for the server machine
• Therefore, set FORMS_DATETIME_LOCAL_TZ=GMT in default.env and retest.
