Problem

An OD file appeared to run through successfully but on completion the 'successful' and 'unsuccessful' counts were both 0 and no data had been loaded / updated.

Solution

Run the file through an XML checker.  In this case, the valid values for tag outofhoursarragement should be 0 for NO or 1 for YES but in the file the value was FALSE.  Once that was changed, the file loaded successfully.
