Solution:

Step 1:  Check the visibility of the layer by clicking the layers icon to bring up the Map layers dialog box.  Select the Background tab and check the visibility icon next to the layer you want to see.  If it looks like a closed eye, you need to zoom in further to see it.  If there is a red line through the eye, the layer is switched off and you can just click it to make it visible.  If the eye looks like an open eye with no line through it then it should be visible.

Step 2:  Visit https://status.bentley.com to check all Bentley services are running as expected.  If it mentions an issue with buddi.bentley.com that could be affecting connection to the external provider of the layer.  Symptoms of this can include the layers disappearing entirely from the layer tool in Step 1.  You can sign up on this page for notifications of issues with Bentley services, and their resolution.

Step 3:  Check with your background map provider in case there are issues at their side.
