A specific budget not appearing in the list of values from the work category field on works order form (MAI3800) logged in as a sub user. Code does appear when logged in as the main highways owner
Replication Steps: raise a works order, add a line, double click in work category code field lov ( list of values ) appears , however budget not there.
Looking at the budget for the financial year that matched the work category code revealed that the budget was over spent (negative balance). The highways owner user had role 'over_budget' assigned, sub user did not. Added role to sub user , got sub user to log back on and all ok. User needs to decide if budget needs to be upped (that would then resolve) or if allowed to go over budget to assign 'over_budget' role (when budget balance negative).
