Transactions are not sending to a particular recipient. The recipient has recently changed their IP address because the old domain names are stuck in the web services cache. So the web service will need to be bounced for it to pick up the new addresses.
You will need to stop/start the web service and do this need to be done on the Web Services Server directly. First using Windows Explorer find your Oracle Home path that contains the OPMN directory. For example C:\oracle\product\10.1.3\tmaws\opmn\binThen please could you open a command prompt and change directory to <oracle_home>\opmn\bin and then run the command: opmnctl shutdown.Once shutdown, run the command opmnctl start (important this is done first!), then once completed run opmnctl startall.
