Problem
Some alerts fail with ORA-29279: SMTP permanent error: 501 5.1.7 invalid address when the user who has made the change that triggers the alert does not have an email address set.
Replication Steps: Create an alert. Log in as a user who does not have their email address set and make a change that would trigger the alert.
Solution
Add an email address to any users who might be updating records and cause alerts to be raised. It also seems to require an email address against the Highways owner user.
