When trying to create a defect on the network through Locator we get an error message saying 'No network found within Tolerance. Network Location is mandatory for this feature type. Aborting feature creation now'.
Have a look at the java console log. The sql to retieve the networks to snap to should be displayed. Copy/paste this to a SQL window. It should give you an error which will indicate what the underlying problem is (e.g. one of the layers may not have an entry in the USER_SDO_GEOM_METADATA table)
However- system should ignore these layer and not fail. Passed to Development with the following info:When the user is trying to create a defect on the network and one of the visible layers is corrupt/incorrect, the snapping fails. In the wilts case one of the layers was non-existent and running the snaaping statement in sqlplus was giving an error about non existent record in sdo metadata.
