Problem

 The Inspections Sent/Received form shows that some DCD inspections are shown at a status of Ready To Download. When user tries to download them some inspections are downloaded but others remain at Ready To Download.

Solution

 When downloading inspections using the Inspection Download to DCD or Automatic Inspection Download to DCD form, the form defaults the Inspecting Organisation and District fields to those the user is currently logged in as. When you run the download using the forms default parameters it will only download inspections for that inspecting district, but some inspections may have been created against a different inspecting district. If you remove the district parameter and then run the download, it will download all inspections waiting to be downloaded for all inspecting districts, rather than just those for the district entered.
