In this bridge model, the model display properly, but if you turn off the display of some components the cross frame disapear even though they are set to display.

I tested your attached file in V16.02.00.02 andI was unable to replicate the issue as the program was showing only Cross frame in the display and all the other components were gone.
It looks like it might be a graphics issue.
Uninstall the version.
Delete the Leap Bridge Steel folder with library file C:\ProgramData\Bentley\LEAP Bridge Steel Delete the previously installed LBS folder C:\Program files\Bentley\LEAP Bridge Steel
reinstall the program on the local C: drive make sure you install the latest Bentley DGN navigator Control 2.1 x86
