According to the AASHTO Manual for Bridge Evaluation, the product of system factor and condition factor should be greater than or equal to 0.85. Meaning if I have both factors to be 0.85 and 0.85, I should take the product to be 0.85 and not 0.7225. This also means that having one factor as 0.85 and the other as 1.00 should give the same rating results as when both factors are 0.85.
I tried this in LARS and got different rating results. How is the requirement of the bridge rating manual implemented in LARS? Does LARS just multiply the two factors irrespective of their values?
Also, what is the recommended procedure for rating analysis in LARS: should I provide both factors as 0.85 or provide one as 0.85 and the other as 1.00 to satisfy the AASHTO requirement?

My question is, why is
System factor = 1.00
Condition Factor =0.85
AND
System factor = 0.85
giving different rating results while according to AASHTO requirements they should produce same result?
