 Both are running the latest LEAP Bridge Concrete (version 19.02.03.33). 
 They can create LCBX files, but get this error when attempting to reopen them:

&lt;p&gt;Thank you for your reply. The actual cause of this issue wound up being a third party piece of software! it is a security program that does lots of duties from antivirus to antispyware to all sorts of things. &lt;p&gt;see to that the user has all the admin rights to access the file.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;See to that the library files are not on servers .&lt;/p&gt;
&lt;p&gt;Servers needs to be saved on the local drive as well.&lt;/p&gt;
