Sheet Index Properties

I have been trying to build a title block that has some intelligence built into it. I have tried organizing things using the sheet index, and referencing Sheet index and sheet index folder properties using text fields. This seemed to work in the 10.07 versions of OBM but in the latest version (10.08.2) it is severely crippled. I can no longer reference Sheet index folder custom properties (such as Designer  or  Design Date) or even the pre built-in properties such as sheet number prefix, and have them update when I change the default value in the folder properties. They will take on whatever the value was at the time I linked them, but the only way to update them is to re-link them with the text field editor. I have even found that if I move a sheet from one folder to another it can potentially break the link entirely and it will not re-link. I just get text fields on my sheet that display "####". Again, this worked in previous versions.

I have some questions but would also like to discuss any other ways (besides ProjectWise) you have worked around this. I would hate to have my users manually enter constant information on every sheet, especially on large complex projects. 

   1. are other users having these same issues?

   2. Is there a better way to organize projects and sheets besides the sheet index? the idea of the sheet index is great, but in practices I feel Bentley severely dropped the ball on this. It seems very fragile and easy to break.

   3. has anyone already generated a service request for this? I saw a similar post about this same issue in the ORD forum and someone over there submitted one for ORD.

   4. I know at a recent DOT Agency call with Bentley, they mentioned some new special interest groups, one being on Sheet development. I haven't heard anything on it since then. does anyone know if there are new developments or improvements coming?

The ability to call properties from the sheet index could potentially make very smart titleblocks and other components to a plan sheet regardless of ProjectWise. I know on a business standpoint, a company would rather sell 2 software programs than 1 as it generates more revenue, but I feel a CAD / Engineering platform such as this should be able to stand on it's own two feet when it comes to plan sheet creation and organization.
