Braking force in Leap bridge concrete substructure

Hi

I am trying to design pier/bent cap for TxDOT bridges and I observed the braking force calculated is according to AASHTO but not according to TxDOT bridge manual

which states the braking force is 5% of truck load + lane load.

I tried to calculate total vertical live load (truck load / truck + lane load) and tried to do hand calculation to arrive at braking force in the program which will be 25% of truck load/tandem load 

but unfortunately it did not match the calculation. Could you provide hand calculation for braking force please for verification?
