Is Open Tunnel an own application or is it only a combined word for a lot of applications (Open roads, Open rail etc.)??

While you can model an underground station in OpenTunnel using the Microstation solid creation tools, it would be better to use OpenBuildings Designer for such elements. OpenBuildings has the capabilities to model and design such structures by using parametric relationships between different objects. You can then have a federated model where you will reference the underground station and the tunnels.
