I'm having an issue opening a file with OpenBridge Modeler. it is stuck when "loading master model and all references". The file that has been loading but didn't load succesfully is

We have the same problem when trying to open any DGN from ProjectWise using OpenBridge Modeler. For us the file open process always gets stuck at this point. Has anyone had something similar happen? How did you resolve it?

When this happens there is usually a workset or another dialog somewhere waiting for a response.

I am replying to help those who seek the answer to this issue. We run into this issue very often and the reason for this is because during this transition phase at GDOT, we have so many MicroStation workspace competing with each other. First the was Inroads, then PowerInroads, then we use OpenRoads and now we're in OpenBridge. Since there are still projects in Inroads, and OpenRoads, we could not set the default app to OpenBridge in ProjectWise. So as a result, we have specific folder in which the workspace reside if that make sense.
Anyhow, so solve this issue, you have to create the files within the folder space that allow for OpenBridge files to operate. If you were to create an OpenBridge file within a folder set for OpenRoads etc, you will be stuck in this loading screen. If you have started the DGN in OpenRoads for example, you will have to create a fresh file in OpenBridge in its own OpenBridge folder/space and reference the OpenRoad file and transfer things over. I have NOT found a way to successfully convert OpenRoads DGN to OpenBridge Modeler DGN. Also if there are different versions, that will also give you issue.
I hope Bentley is working to make it seamless between versions and all the OpenWhatever modules. Right now there is too many hoops to jump through.
Update: After defining "CIVIL_ORGANIZATION_ROOT" in ProjectWise managed workspaces, this issue was resolved. Here's a screenshot of our setup using if statements to check which CIVIL_ORGANIZATATION_ROOT (i.e. OpenRoads or OpenBridge) to choose from:
I am having the same issue where my OpenBridge will not get past LinkSetSeed.dgnlib. i am in ProjectWise with Dyanmic Workspaces 3.0. Can you send me the full code you used so i can troublshoot my issues.

I'm not familiar with Dynamic Workspaces, but here's what I used for that variable.
So you fixed it with configuration blocks in administrator. I will try this solution. Thank you very much
