What does this eta factor in the load combinations tabs in CONBOX do?

Eta factor is basically load modifiers. 
 I added eta factor of 1 and i got a required of 2776.26 kips for service III load combination. 
 Then i changed the eta factor of 2 and then i got a required of 7373.00 for service III load combination.

What is Eta factor?
