Hi netsonic, this means exactly what is written there, the load will be applied only on elements that are activated at the current stage. 

Imagine, that you have one load case for the self-weight and for all the deck elements, but with construction stages only the elements that are activated at a certain construction stage are loaded when the self-weight load case is run.
