ANSWER:
Two-way shear is determined using the forces due to either the bearing pressure or pile reaction acting outside the critical perimeter.
The program basically does a 2 way shear CHECK where in the program just checks if at a distance d/2 the shear capacity of the footing is enough to take the ultimate shear load and if Vu is > than Shear capacity then the program just flags it and the user has to either increase or decrease the size or depth of the footing.
The highlighted NOTE in the design status output is just a “General Note “ stating that the program does not DESIGN the footing for 2 way shear with stirrups as there is no provision for adding stirrups to the footing .
