ANSWER:
Once you save the strand Pattern in the Strand Pattern dialog they get saved in ".StrandPatterns.xml" file which is located in the Lib folder of the installed version. Similarly when the stirrups are saved from the Rebar Pattern dialog they are saved in ".StirrupPatterns.xml" file which is also located in the Lib folder of the installed version. For example for LEAP Bridge Concrete version 20.00.00.58 it is located in "C:\ProgramData\Bentley\LEAP Bridge Concrete CE V20\Lib" folder.
From OpenBridge Designer v10.10.00.26 one also save Rebars in Beam and Negative Moment Continuity Steel from the Rebar Pattern dialog in ".BeamRebarPatterns.xml" and ".LongRebarPatterns.xml" respectively. These files are also located in "C:\ProgramData\Bentley\LEAP Bridge Concrete OBD 10.10\Lib" along with XML files for Strand and Stirrup patterns.
You can copy the XML files from older versions to the location for the new install to get access to the saved patterns.
