Suppose there is a configured Managed Workspace for OpenBridge Modeler and OpenBridge Designer in ProjectWise, using a DOT standard dataset. In that case, it might be the case that, when opening a file using the assigned Workspace it is forcing the Copy Out of all files in the same folder. Usually, it's not the case, but sometimes there are no references attached to the file being opened, there could be MS_RFDIR variables that have been left undefined in all CSBs and not everything needed has been added to "Variables to be excluded from copy out". • Identify the variable(s) that cause the behavior
• Add only those to the list in addition to default variables in the data source
• Don’t add every variable to the list 

Hint: If you can not identify what variable it is just by looking into the data source bms folder workspace subfolder for the latest generated .cfg file it might be a good idea to search through it for variables that include the DGN folder path.
