Duties and responsibilities for a 'BIM Manager' are still pretty fluid. You would do well to look at your contractual obligations. Most contracts include a BIM supplement or protocol and a BIM Execution Plan. The BIM manager's duties and obligations will flow in the first instance from there, IMO. Beware of novation appointments that requires all kinds of near impossible things like guaranteeing clash-free models etc.
I see two kinds of BIM Managers. The owner-operator BIM Manager defining process and requirements and consultant firm BIM Managers that insure their product meets those needs.
From the owner-operator perspective, BIM requirements can have a big effect a company's culture on how infrastructure information is collected, organized, and sustained so BM Managers must be a senior manager within the organization. The BIM Manager is the processes' flag bearer and "convincer in chief" and must also have the authority to make business wide decisions and enforce them
