Once drawings are cached the application does notify users that changes have taken place. In the documentation referred to we suggest ways and means to update.

If you have a project of any size. Lets say 100 Sheets with 100 drawings that could have a cached drawing. Two thinks continually occur.
The cache does not need to be undone, this is not recommended, it should be updated. This can be done manually on demand or by batch process.
Note that MicroStation CONNECT Edition has an incremental cache option that updates only the delta changes so is much faster. There is also the option to automatically sync the cache:
