GC Extension 08.11.09.349 is the correct version to install with ABD 08.11.09.829. Do you have other version(s) of ABD installed? Do you have MicroStation SS3 installed?
Is it showing up in the Programs and Features Control Panel?
If you hit the windows key and search for "generative" do you get a result?

The Generative Components Extension is available from the Bentley Software Fulfillment Center located here:
select.bentley.com/.../LTY3Njc1Mjc0OF80LjAuMi4w

Typing "generative" into the Search field should result in both GenerativeComponents and GenerativeComponents Extension (the first is the standalone version). Clicking on All Downloads under GenerativeComponents Extension should display the latest SELECTseries6 version, 08.11.09.349, at the top of the list.
