I am using ABD SS8 (08.11.09.866) in french with Dataset_FR.
When i create a space, i get a correct french annotation on the design model but i get an english with wrong units (and size) annotation on sheets ? (see pictures below). Certainly some annotations definitions mess up.
So my question is: where are stored annotations definitions ? in dgnlib, in seeds ?

The annotation cells are stored in the Annotation_DG.cel file. The location of this file is written in this wiki articel.
In the design model you see a preview of the spaces and at first in the drawing or sheet you can see the annotation of the spaces. Which DataGroup Annotation will use for spaces is defined in the "Settings for Annotation" (einstellungen für die Anmerkungsfunktion)
