I try to create new floor. However Aecosim failed to check out floor manager dgnlib from project wise. How to fix?

We are using PW as kind of hybrid environment with Project/company Datasets sitting outside PW,I managed to get the floor manager / grid system working by setting the BB_FLOORMASTER_DGN variable in PW Managed Workspace Application node to point to the dgnlib(copied in) in PW.
Just to confirm the situation. Are you seeing the same message center info as circled in red above, or some other messages?

That circled error above states that the floormaster.dgnlib failed to be checked out by/from PW. But in your case the floormaster.dgnlib is not stored in a PW datasource nor managed by PW, correct? I'm also assuming that your network folder pointed to by PROJ_DATASET is also being used by other variables... Do you see any other errors in the Message Center or is it only the floormaster?
FWIW, using PW in a fully un-managed fashion is not something that we'd typically see or support. So it's possible that this may also be a factor. But perhaps others reading this have tried doing so and can offer additional input.

That is correct.

I'm not sure what you're after here but I would say yes.

Are you saying that using PW only as a repository for the files and having the workspace on local or network drive is not supported?
OK, so the floormaster.dgnlib is stored in a shared network location, pointed to using PROJ_DATASET as the parent variable. If you open the Configuration dialog, I would assume other project-level variables are also based on PROJ_DATASET but are working as expected, unlike BB_FLOORMASTER_DGN?
In regards to using a completely non-managed workspace I believe this has been the case for some time. Of course, at the moment I can't seem to find anything that explicitly states that either. Go figure.
