how can i make the ratio between pipe diameter and bending radius in bends default equal to 1
and i want and automation tool to modified existing files to this ratio for all pipe diameter

In Auto Size write RadtoDia and set the Ratio to 1.
Right click on Auto Size and Select "set as Default Auto Fitting Option"
Note that to Select "set as Default Auto Fitting Option" you need to select one instance of an elbow or other fitting, this option is not available when multiple objects are selected.

As Karsten noted you also need to change the AutoSize field from "Radius" (the default) to "RadtoDia" - step 3 in this Wiki: https://communities.bentley.com/products/building/building_analysis___design/w/building_analysis_and_design__wiki/17089/connect-two-pipes-of-different-diameter-with-an-arc
Once that is done, the "Radius to Diameter Ratio" value should act as a multiplier against the Diameter value.
