cel library and properties dialog bug

I noticed in CONNECT that if you select a cel in the cel library dialog with the properties dialog opened, you get  the spinning wheel for 15 - 45 seconds until the properties of the selected cell loads in the properties dialog. You get the same delay if u try to place a cel by double clicking on a cel listed in the cel library dialog. If u close the properties dialog, the delay goes away. This is an oversight/bug that should be fixed.
