Using Element Templates is covered by the help topic "Working with Element Templates".
Element Templates are stored in the file that they are created in, to use Element Templates across all files in a project they need to be contained in a DGNLIB shared in your workspace.

I am using a file *.dgnlib to set my template, what do you mean by networked workspace?
Our MicroStation based applications are all designed with sharing resources such as DGNLIBs across organizations and project teams via a shared workspace (or in CONNECT Edition, a shared Custom Configuration) located on a network share.
