I have install AECOsim but I don't have symbols in the catalogs and I can not Load Electrical tools?

Can you go to Electrical tab > Load Electrical and then Register the file and check again.

Make sure that the BBES - "Register current design file" dialog should be active in screen.

The software close before "Register current design file" come out.
Maybe the installation was not good.
Also there are no items in the catalogs.
It looks like you've chosen the delivered MicroStation project called "Metrostation", which does not include the required data to properly support AECOsim. Instead, choose one of the AECOsim projects such as BuildingTemplate_NM or BuildingTemplate_US.
