Is there any reason why every time a file is opened in the software all levels of the linked dgnlib are marked as used?Despite compressing the file and removing all the unused levels, remaining them as linked but without elements, when we open the file again they are all in use again.

It also happened in Update 2. Suddenly all the levels are in used with 0 elements inside.

Quite possibly, we have started using Dynamic Views. Is a fix likely? The "Used" column was most useful especially when there are hundreds of layers now it is mostly useless!

OBD always copies in any levels needed to create Dynamic Views (needed in OBD as DV's create elements on levels specified in Family and Parts, which is not the case in MicroStation), however they should not be displayed as Used.
You should also find that if you turn on the File and library columns in Level Manager you will see that not all levels are copied in from the level dgnlibs provided in the datasets, only those used by the part symbology.

Thanks Mark. I found if the model opens with Display Style set as Wireframe then it is fine; several Used layers. It is when you switch to a presentation Display Style (Illustration say) that the hundreds of Used appear and remain thereafter. Compress (basic) dumps the "false" Used buttons but they return on the next opening of the model. Compress Options (unused levels) dumps all but the "true" Used buttons and deletes the hundreds of other levels as well.
I just tried a quick test with a simple test file, but I'm not seeing any difference in the number of used levels when switching between Wireframe and Illustration display styles. This may need a test DGN file and likely your Family + Part XML files.
