This Window update has impacted installation of these CONNECT Edition product on operating systems that are non-English such as German, Danish, Spanish and Italian to name a few. Bentley would recommend avoid taking this update. We are working with Microsoft to provides resolution to the Windows 10 version 1803 update notifications.

Unfortunately, Microsoft don't give you the option to update or not anymore. You have to accept the update or stop using Windows 10

This is not quite true in my opinion. There are still some options how to reject Windows updates (or to delay them at least), but it's also true that it was confirmed by Microsoft (if I recall correctly) some updates under some conditions will be installed regardless Windows policy and network setting.
Standalone Windows 10 has the option to pause updates for 35 days (search the Settings for 'updates' then pick 'Advanced Windows Update Options') but that is only a pause:
Managed systems have the option to control updates including deferral of Feature Updates for longer periods.
